dc.description.abstractاختص الفصل الأول بدراسة: (يفغيني بريماكوف: حياته ودوره الصحفي والاداري والسياسي خلال الحقبة السوفيتية حتى 22 آب 1991)، تلك المرحلة مليئة بالأحداث، إذ يدرس الموضوع عن طريق محاور أولها: (الـولادة والـنشأة)، ومن ثُمَّ متابعة: (دراستـهِ الأولـية والأكـاديمية)، ومن ثُمَّ التطرق إلى (حياة يفغيني بريماكوف الاجتماعية)، فيما تناول المحور الرابع (انتماء بريماكوف السياسي وأثره على عمله في لجنة الدولة للبث الإذاعي والتلفزيوني (أيلول 1956- أيلول 1962))، وفي المحور الخامس يدرس: (عمل بريماكوف المؤقت وتعيينه في صحيفة برافدا (كانون الاول 1962- نيسان 1970)). وسادساً: (بريماكوف نائباً لمدير معهد الاقتصاد العالمي والعلاقات الدولية (IMEMO) (30 نيسان1970- تشرين الثاني1977)). أما سابعاً فيختص بدراسة حدث مهم هو: (تسنم بريماكوف منصب مدير معهد الدراسات الشرقية ودوره في تطوير عمل المعهد (كانون الأول 1977-أيلول 1985)). ثمَّ تميل الدراسة إلى تناول موضوع: (بريماكوف مديراً لمعهد الاقتصاد العالمي والعلاقات الدولية(IMEMO) ودوره في تطوير المعهد (تشرين الأول 1985-10 حزيران 1989)). بعدها يأتي دُور دراسة موضوع: (صعود بريماكوف السياسي وموقفه من سقوط الاتحاد السوفيتي (11حزيران 1989-22 آب 1991)). وبغية دراسة جهود بريماكوف في السياسة الخارجية خلال المدة (1956-1991) المليئة بالأحداثِ والتطورات المهمة التي تحتاج إلى حلول سياسية، أطلقَ على الفصل الثاني: (نشاط يفغيني بريماكوف في مجال السياسية الخارجية السوفيتية (أيلول 1956-22 آب 1991))، في ضوء ستة محاور، يدرس الأول جهود بريماكوف في حلِ المشكلاتِ الخارجيةِ للعديدِ من الدولِ الذي تناول (جـهود المبـعوث السوفيـتي بريماكـوف في (ألبانيا، اليمن، كينيا، الأردن، لبنان) عبر المدة (1956-1978)). ومحور ثانً. يتناول رحلات بريماكوف الخارجية إلى مصر لحل مشكلاتها السياسية مع الكيان الصهيوني الذي تناول: (رحلات بريماكوف إلى مصر والكيان الصهيوني (1965-1988))، ودراسة دور يفغيني بريماكوف في ترسيخ نفوذ الاتحاد السوفيتي فِي العديدِ مِن الدول الذي حملَ: (جهود بريماكوف في ترسيخ النفوذ السوفيتي في السودان وفلسطين وأفغانستان (1966-1989))، ودراسة: (بعثات بريماكوف إلى سوريا (1965-1988)). إذ أسهَم بإطار سياسي في تنفيذ مهامه التي كلفها بهِ الاتحاد السوفيتي في سوريا وحل بعض المشكلاتِ السياسيةِ فيها. وخامسا. تناول تدخل بريماكوف في حل أكبر المشكلات السياسية بين العراق وإيران من جهةِ والعراق والكويت من جهة ثانية الذي تناول(جهود ووساطة بريماكوف في حل مشكلات العراق وإيران والكويت (1965-1991))، ويختص الأخير بدراسة: (رحلات ومهام بريماكوف إلى الهند والصين وكوريا وأذربيجان عبر المدة (1988-1991))، إذ درس المحور أدوار بريماكوف وتفاعله مع دول الشرق. وتتراكم تفاعلات الاحداث التاريخية لتصل إلى دور يفغيني بريماكوف وجهوده الكبيرة في السياسةِ الداخليةِ للاتحادِ الروسي عن طريق تحديث المؤسسات الحكومة التي تولى إدارتها، فضلاً عن ذلك دوره الحاسم في التغيرات السياسية والاجتماعية والاقتصادية في الاتحاد الروسي إبان توليه مناصب عليا في الدولة. فيعنون الفصل الثالث الذي سيتجاوز حجم بقية الفصول بكثير: (دور بريماكـوف في السياسة الداخـلية للاتحاد الروسي (30 أيلول 1991-26 حزيران 2015))، وضم خمسة محاور: فبغية دراسة مسيرة شخصية بريماكوف التي كانت محوراً أساسياً في تشريعِ وتطبيقِ قانون الاستخبارات الجديد للاتحادِ الروسي: فدرس الأول (دور يفغيني بريماكوف في المخابرات والاستخبارات (30 أيلول 1991-8 كانون الثاني 1996)). ودراسة أسباب ومهام وواجبات بريماكوف السياسية إبان توليه منصب وزير الخارجية وهي تحت عنوان: (تولّي يفغيني بريماكوف وزارة الخارجية (9 كانون الثاني 1996-10 أيلول 1998))، ودراسة معالجات بريماكوف للأوضاع السياسية الداخلية عن طريق رئاسته للوزراء، وهو: ثالثاً. (تولي يفغيني بريماكوف رئاسة حكومة الاتحاد الروسي (11 أيلول 1998-12 أيار 1999)). ومن اجل دراسة نشاط بريماكوف الحزبي ومشاركته في الانتخاباتِ يتخصص المحور الرابع لدراسة: (نشاط بريماكوف الحزبي ومشاركته في الانتخابات التشريعية والرئاسية (13 أيار 1999-1 كانون الأول 2001))، ويدرس الخامس: (رئاسة بريماكوف غرفة التجارة والصناعة وعمله خبيراً في السياسة الداخلية للاتحاد الروسي خلال المدة (14 كانون الأول 2001-26 حزيران 2015))، وهي مدة مهمة وضع فيها لمساتهُ الأخيرة لتطوير عمل غرفةِ التجارةِ والصناعةِ. وبعد استقالته اصبح خبيراً سياسياً في الاتحاد الروسي خلال المدة (5 آذار 2011-26 حزيران 2015)). اختص الفصل الرابع بدراسة: (أدوار بريمـاكوف السياسية خارج الاتحاد الروسي ونهاية عمله السيـاسي (30 أيلول 1991-26 حزيران 2015))، وأشار الفصل إلى أدوارِ بريماكوف في الوساطةِ السياسيةِ وتنفذ أكبر المهماتِ التي كُلِّفَ بِها مِن قبلِ الاتحادِ الروسي حتى نهاية عمله السياسي، إذ يدرسُ الموضوع من خلال محاور أولها:ar
dc.description.abstractenglishYevgeny Primakov represents one of the most prominent political figures to have emerged in the Soviet Union. He played a pivotal role in shaping the country’s domestic and foreign policies until 2015. He was distinguished by his political career and his clear vision, which combined diplomatic experience with administrative professionalism. This enabled him to play significant roles in shaping the economic and political conditions of the Soviet and Russian eras. He presented clear strategic visions for the Russian Federation, focusing on strengthening his country’s international standing and developing its relations with various global powers. Therefore, his role was not limited to coordinating between state agencies. Rather, it went beyond that to include formulating policies that contributed to consolidating political and economic stability, as well as outlining an independent and balanced foreign policy and strengthening the position of the Russian Federation on the international stage through supporting regional policies and new diplomatic initiatives. Despite this, his role was not without political challenges and rivalries, as he faced resistance from internal forces that sought to maintain his traditional influence. In view of the policies he followed, his desire to modernize the economy and strengthen the Russian Federation’s negotiating capabilities with the outside world is clearly evident. The primary justification for choosing this topic is the abundance of foreign sources, particularly Russian ones, and the master's and doctoral theses prepared at prestigious Russian and foreign universities about this prominent figure. These works rely on Russian and American documents, newspapers, and personal interviews that allow for in-depth analysis. Furthermore, the topic lends itself to interdisciplinary study, bridging history and political science. It is also a dynamic subject, still being discussed in scientific and cultural circles worldwide, which are now beginning to adopt Primakov's theories and ideas on multipolarity, preventing the dominance of a single power, and gaining a profound understanding of the nature of dominant power. Primakov traces the roots of multipolarity and the integration of nations into triangular blocs, particularly with China and India. It presents a model for change and modernization in Russian institutions, through a case study of how Primakov achieved change and modernization in Soviet and Russian institutions despite political and economic difficulties, by developing solutions and addressing the political problems the country faced, among other details. Thus, the topic offers a unique window into crucial developments in Russian history concerning Yevgeny Primakov and his political role up to 2015. In light of linking the methodology to the basic study questions that concerned “Who is Yevgeny Primakov? How did he rise through the ranks? What were his internal and external roles? And how did his political career end?” Furthermore, linking it to the nature of the sources reveals that the most prominent methodologies to be followed in studying the subject are the descriptive historical method, which traces the development of historical events from Yevgeny Primakov's autobiography to the end of his political career in 2015. This method also clarifies the interconnectedness of historical contexts, such as Primakov's progression from minor positions to high office. Additionally, the analytical method helps deconstruct texts and analyze the factors, causes, and variables that led Primakov to high politics. The study also highlights the necessity of combining these two methodologies and adopting the analytical method integrated with the chronological approach as the most effective. The study's timeframe was limited to 1929, the year Yevgeny Primakov was born, and concluded in 2015, the year of Primakov's death and the end of his political career. To complete the picture and address certain gaps, the researcher attempted to explore topics related to Yevgeny Primakov as much as possible. While successful in some areas, others proved less so. For example, the third and fourth chapters would have required more pages than the preceding chapters due to the extensive information and detailed accounts of domestic and foreign political issues they contain. Furthermore, finding specific birth and death dates for certain figures in encyclopedias and specialized books proved difficult. Therefore, the researcher adopted a thematic and historical approach to the study to fill the existing gaps. Given the difficulty in finding... A coherent chronological sequence leading to the end of the topic. The circumstances of the research and the nature of the subject of the study necessitated a return to the biography of Yevgeny Primakov up to August 1956 as a preliminary introduction to the subject before he played his political role in the Soviet Union and the Russian Federation. Therefore, it was natural for the introduction, among the four chapters of the study, to be devoted to studying: (Yevgeny Maksimovich Primakov’s upbringing and social formation up to August 1956), as the basis for knowing Primakov, his characteristics and his social roots, through studying (birth and upbringing), and then following up on: (his primary and academic studies), and then addressing (Yevgeny Primakov’s social life .( The first chapter focuses on the journalistic, administrative, and political role of Yevgeny Primakov during the Soviet era (September 1956 – 22 August 1991). This eventful period is examined through several axes: first, Primakov's political affiliation and its impact on his work at the State Committee for Radio and Television Broadcasting (September 1956 – September 1962); second, his temporary work at the Institute of World Economy and International Relations (IMEMO) (September 1962 – November 1962); third, his appointment at the newspaper Pravda and its impact on his administrative career (December 1962 – April 1970); and fourth, his tenure as Deputy Director of the Institute of World Economy and International Relations (IMEMO) (30 April 1970 – November 1977). Fifth, the study focuses on a significant event: Primakov's appointment as Director of the Institute of Oriental Studies and his role in developing the Institute's work (December 1977–September 1985). The study then moves to the topic of Primakov's tenure as Director of the Institute of World Economy and International Relations (IMEMO) and his role in developing the Institute (October 1985–10 June 1989). Finally, it examines Primakov's political rise and his stance on the collapse of the Soviet Union (11 June 1989–22 August 1991(. In order to study Primakov's efforts in foreign policy during the eventful period of 1956-1991, a time marked by significant developments requiring political solutions, the second chapter is titled: "Yevgeny Primakov's Activities in Soviet Foreign Policy (September 1956–22 August 1991)." This chapter is structured around six main themes. The first theme examines Primakov's efforts in resolving the foreign policy problems of several countries, specifically focusing on "The Efforts of Soviet Envoy Primakov in Albania, Yemen, Kenya, Jordan, and Lebanon during the Period (1956-1978)." The second theme... It covers Primakov's foreign trips to Egypt to resolve its political problems with Israel, under the title: "Primakov's Trips to Egypt and Israel (1965-1988)"; a study of Yevgeny Primakov's role in consolidating Soviet influence in several countries, titled: "Primakov's Efforts to Consolidate Soviet Influence in Sudan, Palestine, and Afghanistan (1966-1989)"; and a study of "Primakov's Missions to Syria (1965-1988)." He contributed politically to the implementation of the tasks assigned to him by the Soviet Union in Syria and the resolution of some of its political problems. Fifth, it addresses Primakov's intervention in resolving major political problems between Iraq and Iran on one hand, and Iraq and Kuwait on the other, under the title: "Primakov's Efforts and Mediation in Resolving the Problems of Iraq, Iran, and Kuwait (1965-1991)." The last section focuses on studying "Primakov's Trips and Missions to India, China, Korea, and Azerbaijan during the period (1988-1991)." The study focused on Primakov's roles and his interaction with Eastern countries. The discussions of the topic accumulate to reach the role of Yevgeny Primakov and his significant efforts in the domestic politics of the Russian Federation through the modernization of the government institutions he managed, as well as his decisive role in the political, social, and economic transformations in the Russian Federation during his tenure in high-ranking state positions. Chapter Four, which will be much longer than the other chapters, is entitled: (Primakov's Role in the Domestic Politics of the Russian Federation (30 September 1991 – 26 June, 2015)), and includes six sections: In order to study the career of Primakov, who was a key figure in the legislation and implementation of the new intelligence law of the Russian Federation, the first section examines (Yevgeny Primakov's Role in Intelligence and Security (30 September 1991 – 8 January 1996)). The study examines the reasons for, tasks, and duties of Primakov's political career as Foreign Minister, under the title: (Yevgeny Primakov's tenure as Foreign Minister (9 January 1996 – 10 September 1998)). It also examines Primakov's handling of domestic political situations during his time as Prime Minister, under the title: (Yevgeny Primakov's tenure as Prime Minister of the Russian Federation (11 September 1998 – 12 May 1999)). To investigate Primakov's party activities and participation in elections, the fourth section is dedicated to studying: (Primakov's party activities and participation in the legislative and presidential elections (13 May 1999 – 1 December 2001)). Finally, the fifth section examines: (Primakov's chairmanship of the Chamber of Commerce and Industry of the Russian Federation (14 December 2001 – 4 March 2011)), a significant period during which he finalized the development of the Chamber of Commerce and Industry. In order to explain Primakov’s work after his resignation as a political expert in the Russian Federation, the sixth section is dedicated to studying: (Primakov’s work as an expert on the internal politics of the Russian Federation (5 March 2011 – 26 June 2015)). Chapter Four is dedicated to studying: (Primakov’s political roles outside the Russian Federation and the end of his political career (30 September 1991 – 26 June 2015)). The chapter points to Primakov’s roles in political mediation and the implementation of the largest missions assigned to him by the Russian Federation until the end of his political career. It studies the subject through axes, the first of which is: (Primakov’s foreign roles during his tenure in the intelligence and counterintelligence services during the period (30 September 1991 – 8 January 1996)). The axis tends to study his role in solving a chronic problem throughout history, namely Yugoslavia, and other important political problems. The second section examines Primakov's foreign policy roles during his tenure as Foreign Minister (9 January 1996 – 10 September 1998). This section discusses a historically significant principle that continues to influence Russian policy today, known as the "Primakov Doctrine," as well as his role in visiting numerous countries to establish foreign relations. The third section examines Primakov's foreign policy roles during his time as Prime Minister of the Russian Federation (11 September 1998 – 12 May 1999). This section discusses the strategic relationships he forged with various countries as head of government. The fourth section addresses Primakov's foreign policy activities during his participation in the parliamentary and presidential elections (13 May 1999 – 1 December 2001). In this section, Primakov continues to address the international issues he previously addressed to strengthen the Russian Federation's relations and its role in political mediation with various countries. The fifth section, "Primakov's Roles in Foreign Policy During His Tenure as Head of the Chamber of Commerce and Industry of the Russian Federation (14 December 2001 – 4 March 2011)," focuses on the most serious problems facing the Middle East, namely the occupation of Iraq and his visits to Lebanon and other Arab countries. Finally, the sixth section, "Primakov's Death and the End of His Political Career (5 March 2011 – 26 June 2015)," concludes with a discussion of Primakov's death and the end of his political career in the Russian Federation.en
